One way to approach the topic is to view the provisions from a technical perspective. In the country of emigration, three segments of tax effects can broadly speaking be determined relating to a change of residence. First, recapture of previously permitted deductions or recapture of deferrals on e.g. previously realized capital gains (as in an exchange of shares), triggered by the emigration. Secondly, general or limited exit taxes on unrealized gains or income at the time of the change of residence. And finally, extended unlimited or limited tax liability, where the emigration country domestically retains a right to tax the individual on all or certain items after emigration. In the country of immigration, the main issue is whether a step-up of basis is given. If not, double taxation may occur. Double taxation may also occur even if step-up is permitted, in case the emigration country applies extended tax liability covering also post-emigration appreciation. Double taxation can be avoided by foreign tax credit by either the emigration country or the immigration country, by virtue of either domestic provisions or treaty provisions. A discussion on how to solve double taxation (or double non-taxation) partly based on the OECD model tax treaty, will be provided. The Panel examines the on-going efforts by governments to keep their company shareholder tax systems competitive with other countries and (where relevant) compliant with international and EC law. In particular the demise of imputation in several countries and its replacement with shareholder relief systems of various kinds is discussed, as well as the recent US proposal to abolish its long standing classical system. In addition to the treatment of dividends, the Panel considers the extent to which the treatment of capital gains on shares in an international setting is now being viewed as part of the company shareholder tax issue.

Subject II involves an examination of the major legislative and administrative measures used by countries to limit the use by multinational enterprises of tax havens and special low-tax regimes in otherwise high-tax countries. The subject focuses on domestic anti-avoidance rules, in particular controlled foreign corporation rules, and on anti-avoidance rules in tax treaties. The subject is especially important in light of the OECD and EU initiatives against harmful tax competition.

Mr. Mayle gives us a sneek peek from the ad world. Even though he is from an older genre of ad people, his ideas and experiences are still valid. He identifies ad people as a special race with special traits and funny habbits that anthropologists should investigate. I especially reccomend this book to beginners who whould like know what to expect from their carriers and to veterans who need a mirror or a good laugh. He is witty and his language is easy going. I enjoyed the book and couldn't keep myself from nodding time to time.

I was flattered while working in my first ad agency position when the accountant - a veteran of New York ad agencies - told me I would do very well on Madison Avenue. That lifestyle never appealed to me but I was intrigued enough to buy Up The Agency at the local Barnes & Noble. In a hilarious account from the author's own experiences and observations as a star advertising executive, Peter Mayle reveals the sordid inner workings, dysfunctionalities and shameless greed of the world's most mammoth ad agencies. Detailing the base instincts, typical thought processes and hidden agendas of account executives, art directors, copywriters, assistants and other agency personnel, as well as those of the clients, Mr. Mayle exposes with dire sarcasm how the quest for money, status and ego corrupt the agency-client relationship. The result is bland, ineffective, conservative advertising. But that's what the client wanted and the tradeoff is a second house in the Hamptons and a Porsche in the garage. Add Mr. Mayle's English heritage and it would be easy for those on the outside of the industry to miss much of the dry yet irresistibly funny humor.

In fact, I must confess that it was only last night that I dusted it off the shelf to send it to a friend considering a career in advertising that I realized how funny this book is. After flipping through a few pages describing how industry awards are judged (think Salt Lake City Olympics Pairs Figure Skating), and laughing heartily, I reread the entire book. Apparently, I missed most of the humor when I first read it ten years ago.

Up The Agency is a quick, fun and worthwhile read for anyone involved in advertising. From elaborate new business pitches and bloated entertainment expenses to excessive awards banquets and inflated egos, agency personnel, clients and vendors alike will enjoy dozens of all too true stories that will in all likelihood mirror many of their own experiences.

So many people want the glamour of the agency business. So few people understand what it's all about. This book gives us humourous insight and enough of a story line to carry you through.

Me? I plan to start my own agency, so this will be mandatory reading for anyone who wants to join me. In or out? I'm in.

I'll be honest, I haven't finished it yet. I've read 3 other books in the week since I started it since it is so boring. I would not buy it again, recommend it or even start it if I saw it. I'll probably finish it as a point of honor, but stick to the author's other works.

Peter Mayle has a hilarious style all his own. He leads you through the advertising business with his witty anecdotes and quirky analogies. When you reach the last page, you'll wish there were more!

I read this in xeroxed installments my mother mailed me in jail.......2007-01-18

I read this book in DC Jail in chapters my mother xeroxed and sent. I remembered it when she mentioned it at DC's National Shrine, where we were having breakfast. Now I am thinking of giving it to my 70-year-old, profoundly yet peacefully religious friend Bill MacKaye. In this book, Gotfryd rescues the humanity he saw brutalized and destroyed. I've read several Holocaust books and the horror is unspeakable, and it is in this book too, but Gotfryd recovers the crucified grace. It's a great gift to humanity and a life-changing read.

This is a great book. Its simple, precise style and its focus on detail of everyday life convey the horrors, which are mostly left out of the narrative but which hover above and beyond it, so that the effect is as unsettling as anything one is bound to read on the H. This book should be reissued so that it can reach many more readers.

Anton the Dove Fancier is a collection of autobiographical short stories about a teenage Jewish boy in Poland during World War II. The stories are so well linked together that the book reads like a novel. In it we discover the Nazi occupation and the death camps through the eyes of an adolescent, which gives this book a different slant compared to much Holocaust literature.

The author, Bernard Gotfryd, shows himself to be a keen observer of people, as well as of the small, humble details of everyday life. He has the gift of being able to illuminate those details, so that they take on a transcendant beauty. We see a world--one which others might find dull and ordinary--through the consciousness of a mind which is itself radiant. Thus, the stories do not only address the horrors of the nazi occupation and the camps; those horrors are set against a backdrop of everyday life and people, the memories of which are interspersed throughout the book. This gives it a chiaroscuro quality which I find to be rare in literature, and through the play of light and shadow the author creates an ambiguous, complex world. This ambiguity is another way in which the book differs from much Holocaust literature. Many of the characters themselves are ambiguous, and after reading about them we find ourselves asking, "Was he good, or bad?" The answer is yes.....

This book indirectly leads the reader to ponder the issues of suffering and healing. Despite the optimistic teachings of the growth psychology movement, there are wounds which are too traumatic to fully heal. Growth psychology would have us believe that without integration, and psychological "functionality," we cannot realize our full potential. It posits a future goal that we can attain through work on ourselves. However, Gotfryd shows us, through the power of his words, that we are most fully human when we can really open our eyes and see the world in its complexity and irrationality, as well as its simplicity and beauty, right now.

Why is Anton The Dove Fancier out of print? It is an extraordinary collection of true stories that ought not be buried away. This book illustrates that human behavior is, simultaneously, both the most fascinating and disturbing form of contemplation. Anton The Dove Fancier is well worth any effort it takes to track down. Buried treasure indeed - it is profound, intensely moving, raw in its simplicity. Humanity and its many layers are exposed without judgement. Quite a trick, and something afforded only to the calm, quiet truth tellers. Such as Bernard Gotfryd. Find this priceless gem... and hold on to it. Tight.
