    At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. It views poverty as a multidimensional phenonmenon arising out of complex interactions between assets, markets, and institutions. This Report shows how the experience of poverty reduction in the last fifteen years has been remarkably diverse and how this experience has provided useful lessons as well as warnings against simplistic universal policies and interventions. It shows how current global trends present extraordinary opportunities for poverty reduction but also cause extraordinary risks, including growing inequality, marginalization, and social explosions. The World Development Report 2000/2001 explores the challenge of managing these risks in order to make the most of the opportunities for poverty reduction.

    This report focuses on the dimensions of poverty, and how to create a better world, free of poverty. The analysis explores the nature, and evolution of poverty, and its causes, to present a framework for action. The opportunity for expanding poor people ' s assets is addressed, arguing that major reductions in human deprivation are indeed possible, that economic growth, inequality, and poverty reduction, can be harnessed through economic integration, and technological change, dependent not only on the evolvement of markets, but on the choices for public action at the global, national, and local levels. Actions to facilitate empowerment include state institutional responsiveness in building social institutions which will improve well-being, and health, to allow increased income-earning potential, access to education, and eventual removal of social barriers. Security aspects are enhanced, by assessing risk management towards reducing vulnerability to economic crises, and natural disasters. The report expands on the dimensions of human deprivation, to include powerlessness and voicelessness, vulnerability and fear. International dimensions are explored, through global actions to fight poverty, analyzing global trade, capital flows, and how to reform development assistance to forge change in the livelihoods of the poor.

                          Tacitus made his debut as a historian with the powerful Histories, a fundamentally important book for students of the literature and history of Rome in the early imperial period. Long regarded chiefly as a source of historical information about the civil war of 68-69 C.E., it has recently benefited from critical reevaluation. Scholars in the last few years have determined that the form of a work is as important as its contents. Therefore, a closer reading of "historical" works--like the Histories--has revealed the frequent use of suggestive juxtaposition of episodes, pointed allusion to previous writers, and other literary techniques traditionally not associated with "history."
                          The aim of Rhiannon Ash's new volume is chiefly to examine Tacitus' techniques as a literary artist in the Histories. Beginning with a close study of collective characterization in Caesar, Appian, and Cassius Dio, the author analyzes Tacitus' ground-breaking depiction of the armies in the Histories. Drawing on material from the Roman historiographical tradition and from Flavian epic, Ash explores how Tacitus evokes the ethnic identities of Rome's foreign enemies to characterize the armies of the civil war in a complex and distinctive way. Next, using different analytical techniques, she investigates Tacitus' portraits of Galba, Otho, Vitellius, and Vespasian, and of the Flavian general Antonius Primus, who plays a comparatively minor part in other accounts of the civil wars. Only the charismatic Primus possesses the necessary leadership skills to control the armies, but Tacitus shows us why there is no room for this talented general in the new Flavian regime after the war. In doing so, Tacitus raises disturbing questions about the victorious Vespasian's methods and reputation.

                          Rhiannon Ash's in-depth analysis of Tacitus' Histories, makes a phenomenal contribution to the understanding of the mind set of the ancient Roman's. The book looks at the Histories from not just an historical viewpoint, but from a literary one as well. Ash illustrated how Tacitus' skills as a writer were as equally important as his skills as an historian.

                          Ash follows Tacitus' work, illustrating how he interpreted and reported the traumatic events that ensued the year Rome had four emperors. She not only explains Tacitus' techniques, but she also compares his works to others covering the same events.

                          I found this book to be riveting. However, it is of an academic nature and many readers may find the book a bit dry. The topic covered, is however, so enthralling that they will soon become enmeshed in the narrative and will be able to overlook the 'academia' inherent in the book. For those who are academics, this book is a wonderful research tool and has an extensive, and well-annotated, set of endnotes.

                          Potential readers would benefit from first having read Tacitus' Histories, as well as other works by ancient historians that wrote about the Roman Civil Wars of 68-9 A.D.

A keen and critical observer of the American scene before and during the Civil War, Assing was passionately committed to her personal freedom and to political and social equality for African Americans. She believed in radical social movements, backed the German Revolution of 1848, and became an enthusiastic supporter of radical abolitionism, women's emancipation, and civil rights for black Americans. For almost three decades, she and Frederick Douglass were close intellectual collaborators and lovers. The reports and essays, originally written in German, are presented in their first English translation; an introduction provides biographical background and historical context.

                                Finally someone has written a book, in detail I might add about one of the most sought after badmen of the Saturday Matinee era. His face appeared in more westerns than any cowboy villain who rode the range in the '40s and '50s. I don't think any other author could have written such a complete account of "Roy Barcroft:King of the Badmen", which is the title of Bobby J. Copeland's book on the life and times of "Republic Pictures Number One Villain". Barcroft appeared in B-Westerns and Serials - became one of the most recognized actors, when you heard that familiar voice...you were in for it. Roy was one of the few bad guys that once you saw his name in the credits, you were going to get your money's worth. Barcroft was my first favorite and my second was Harry Woods, who in many ways reminded me of each other.

                                Copeland has composed each section in his book to perfection ~ B-Western Badmen, Barcroft:A Tribute, Roy Barcroft Talks, Roy Talks About His Co-Workers, They're Writing About Roy Barcroft, Roy's Fans Speak Out, They Knew Roy Barcroft, An Interview with Director Bill Whitney (wonderful action director), Jamming with Roy, Roy vs. Rocky, Filmography, TV Appearances, More of the Author's Favorites, About the Author...and a beautiful forward by Monte Hale, who states "Roy was the best of the bad guys". Doug Nye contributes a section on "Monte Hale: '40s Cowboy Star "Giant" of a Nice Guy", looks at the lucky cowboy star of mid '40s.

                                I remember watching Barcroft in a variety of Republic Serials ~ "Manhunt of Mystery Island" (1945), as Captain Mephisto..."The Purple Monster Strikes" (1945), as the invading Martian..."G-Men Never Forget" (1948), a dual role as the honest police commissioner and the lead villain (good & bad look-alikes)..."Don Daredevil Rides Again" (1951)..."Radar Men from the Moon" (1952), as Retik. My favorite B-Westerns were the casting of ~ Wild "Bill" Elliott & Allan "Rocky" Lane vs the low handed dealings of Roy Barcroft, boss, leader of the gang or henchmen...every frame was B-Westerns at their best. With knock-down-drag-out fight scenes that gave you everything you ever wished for and more in an action film.

                                "King of the Badmen", touches on actors comments ~ Rex Allen, Don "Red" Barry, Wild Bill Elliott, Sunset Carson, Allan "Rocky" Lane, Roy Rogers, Dale Evans, Peggy Stewart, Linda Stirling, Terry Frost, Harry Carey Jr, Tris Coffin and Iron Eyes Cody...all agree Roy Barcroft was as beloved as anybody else in the entire business.

                                An interesting note, Bobby Copeland has copies of Barcroft's death certificate and Social Security application, and both show his real name as Howard Harold Ravenscroft born in 1902. Roy passed away on November 28, 1969 at the Motion Picture Home and Hospital of kidney cancer, he was 67 years old...Roy was one-of-a-kind actor and real gentlemen.

                                Copeland takes the reader into the off screen events that each and every "B-Western-film-buff" lives for. Knowing that Barcroft was one of the nicest people, well liked and highly respected by directors, producers and cast is another plus. Pictures galore and great interviews by his co-workers make this a collectors dream come true. Don't miss this one...now appearing at your local bookstore or dealer.
