Jim Leitzel Manufacturer: Routledge ProductGroup: Book Binding: Paperback ASIN: 041577120X |
Book Description
The Political Economy of Rule Evasion and Policy Reform develops the logic underlying the connections between breaking the rules and making the rules. Approaching policy issues from the point of view of rule circumvention provides a perspective that illuminates a wide variety of phenomena:
* implicit tolerance of extensive illegal behaviour, treadmills of reform, delays of major policy changes
* the complexity of rules
* potential for perverse outcomes from policy reforms
* corruption of enforcers
* trade-offs between a rule-based and a discretionary policy.
This ground-breaking new book is written in a clear readable style and is replete with a wide variety of examples, including case studies on zero tolerance policies, the demise of the Soviet Union, and the ongoing transformation of firearm regulations in Britain and the US.

Amazon.com
Now is the time to start those mutual-funds investments you've been planning to look into someday, much better than tomorrow, or next week, or similar future dates that never materialize. Kirk Kazanjian's book is the place to start. A funds expert who's written six investment books, who appears regularly on TV and radio, and who bought his first stock at age 5, Kazanjian details the history of mutual funds, explains why they're hot, why you should invest in them, what their drawbacks are, and how to get started, demystifying more than 8,000 mutual-fund choices (through 130 pages of performance data), and explaining how to create an investment plan targeted to your individual goals and risk tolerance. He then writes about index funds, stocks, and bonds, plus how to go about putting together your portfolio.There are guidelines on when to buy and when to sell, the advantages of retirement plans, and the secrets of high-yield, low-risk money-market funds. Kazanjian describes a day in the life of a fund manager, indicates the 25 best Internet sites for investors, and reveals his personal picks of the 100 most promising funds for 1999. With a glossary of fund-investment terms, and a strong index, the Finance Guide provides a baseline of understanding. After that, it's up to you to avail yourself of Kazanjian's expertise. As he says, the average investor, through bad timing and a lack of discipline, performs poorly. What you need is to gain 20 years' worth of experience magically, or take advantage of the research from someone who already has it. Kazanjian says that "without question, mutual funds are the investment of choice among today's smart consumers." Then he shows you how to become a successful, savvy member of that club. --Stephanie Gold

Land-Value Taxation Around the World: Studies in Economic Reform and Social Justice
Manufacturer: Blackwell Publishing Limited ProductGroup: Book Binding: Hardcover ASIN: 0631226133 |
Book Description
This revised edition of Robert V. Andelson's Land Value Taxation Around the World is the first title in the new series 'Studies in Economic Reform and Social Justice', sponsored by The American Journal of Economics and Sociology.Andelson has provided an interdisciplinary, international collection of essays, which has been in the making for twenty years. This is not a book on the history of economic thought but rather a book about the theory and practice of land reform and an historical summary of efforts to apply land value taxation in different countries around the world.The collection is built around the premise that to tax an activity is to discourage it, and that when people improve land that is under their control, governments should not tax those improvements. Only when land appreciates through no effort on the part of those who manage the land should the government impose a tax. Since land is inelastic in supply, such a tax will have minimal distortionary effects on the economy. These insights are not well understood around the world but they do sometimes guide tax policy and often when they do, they produce salutory effects on economic development. Contributors to this collection argue that patterns of economic behavior are similar regardless of race, religion, or geographical location.

Shrub : The Short but Happy Political Life of George W. Bush

"Youthful political reporters are always told there are three ways to judge a politician," write Molly Ivins and Lou Dubose in Shrub. "The first is to look at the record. The second is to look at the record. And third, look at the record." The record under scrutiny in this brief, informative book belongs to one George W. Bush--dubbed "Shrub" by Ivins--governor of Texas and 2000 presidential hopeful. These two veteran journalists know how politics are played in Texas and they've done their homework, writing a comprehensive examination of Bush's professional and political life that's a lively read, to boot. And if the title alone doesn't convey their particular slant, perhaps the following caveat from the introduction will: "If, at the end of this short book, you find W. Bush's political résumé a little light, don't blame us. There's really not much there. We have been looking for six years."Beginning with his admission to the Texas National Guard during the Vietnam War (where he bypassed a waiting list of about 100,000), the authors go on to deconstruct his losing congressional bid, his failed career as an oil executive, and his role as managing partner of the Texas Rangers baseball team, revealing how he was helped every step of the way by wealthy and influential friends of the family. Ever popular, Dubya has always been good at rounding up powerful players to bankroll a variety of ventures, including political campaigns. For this reason, explain the authors, along with his lineage and social status, Bush's primary allegiance is to the business community. While his speeches may deal with the "entertainment issues" of "God, guns, and gays," Bush is a "wholly owned subsidiary of corporate America," they write. They further point out that Texas ranks near the bottom of the nation in terms of a number of social categories, such as poverty, health insurance for children, and pollution, spearing the governor for his less-than-compassionate conservatism.
Shrub is not a complete Bush whacking, though. The authors laud the governor's record on education, in which he has managed to raise standards, push local control of schools, and launch a successful reading campaign. They also cite his wooing of the Hispanic vote and his ability to bridge the gap between the Christian right and the economic conservatives within the Republican party as evidence of true political acumen, though they maintain he lacks a penchant for actual governing: "From the record, it appears that he doesn't know much, doesn't do much and doesn't care much about governing." Bush has admitted that he dislikes reading, particularly about policy issues, and that he hates meetings and briefings, causing the authors to wonder, "The puzzle of Bush is why someone with so little interest in or attention for policy, for making government work, would want the job of president, or even governor."
Love him or leave him, Shrub leaves much to consider about the man who would be president. And it can be read in about a day. --Shawn Carkonen

A Complex Sorrow: Reflections on Cancer and an Abbreviated Life
Marianne A. Paget Manufacturer: Temple University Press ProductGroup: Book Binding: Hardcover Similar Items: ASIN: 1566390419 |
Book Description
In 1988, Marianne Paget published the Unity of Mistakes: A Phenomenological Interpretation of Medical Work (Temple) in which she argued that error is an intrinsic feature in medicinean experimental and uncertain activity. Her subsequent research focused on medical negligence and on miscommunication and silence a as cause and product of error in medicine. While pursuing her research on negligence, she found out that she was an example of it. Chronic back pain that had been misdiagnosed as muscle spasms turned out to be a symptom of a rare and fatal cancer that claimed Paget's life in December 1989. This collection of her personal and professional writings on the phenomenon of error in medicine chronicles a young scholar's courageous struggle to make sense of a tragic coincidence.Discovering that she was living the charges and painful topic that she had studied so deeply, Paget write poignantly and analytically until the last week of her life about this uncanny parallel. "It is very tricky to come to terms with the reality of death without becoming trapped in that reality," wrote "Tracy" Paget to her friends. In this book, she describes "the odd way my life began to mirror my work"; her search for "life rites" when face with tasks involving wills, last rites, and farewells; and her indomitable and forthright attempt to remain intensely alive in the face of death.
A Complex Sorrow, her final project, comprises essays, letters, and a journal recording her last year. Ever critical of the distanced and dispassionate stance taken in much social analysis, Paget had experimented with performance as a form for enlivening social science research. The script for her play, "The Work of Talk," about communication problems between a physician and his cancer patient, is also included. Her compelling life-text speaks to those living with illness and those who care for and about them, as the investigation and representation of lived experience.
