Stock options, phantom stock plans, profit sharing plans, and other forms of deferred payments of emoluments are increasingly used as incentives for high-ranking and middle-class managers, mainly for internationally operating enterprises, but also by smaller firms. Some countries have enacted highly sophisticated systems of regulations dealing with the problems of the taxation of deferred remunerations. Other countries facing these new problems tried to solve them by applying general principles of taxation. There is great variety concerning the moment of the taxation of the employee and the deductibility of costs for the employer within the countries. Some countries treat deferred remunerations as pensions under special conditions. Timing problems and different qualifications under double tax agreements lead to international problems of double taxation and non-taxation.

This edition of the IFA Cahiers concerns the degree to which interest and similar financing charges may be used for deductibility purposes. In computing income tax the question arises which expenses may be deducted from our income. In principle, the distinction between income earning expenses and expenses incurred for personal consumption is important. In a balanced income tax system the first are deductible while the latter are not. Interest plays an important role as an example of a financing charge which is often deductible. In this sense, much depends on the way interest is defined as well as each country's specific tax system. In the Netherlands, for example, interest may always be deducted even when it is used to finance personal consumption. Besides a general report discussing the central theme, national reports from a great number of countries have been included: Brazil, China, Mexico, Hong Kong, Netherlands, USA, South Africa and Switzerland, among others.

While there have been significant discussions in various international forums regarding revenue characterization and the creation of a permanent establishment in the e-commerce environment, the questions of the impact of domestic source rules and transfer pricing principles on e-commerce transactions have not been as thoroughly explored. The application of source rules can have substantial consequences on whether a transaction is subject to local tax, but in many circumstances the novel business models produced by e-commerce transactions may make a determination of source of income problematic. Similarly, application of existing transfer pricing rules may be made more difficult as different business models emerge in the new economy. The difficulties in applying both sets of rules have inspired policy debates concerning how best to apply existing principles to e-commerce transactions. Subject I of the 2001 Congress explores these topics.

Author Norman R. Howes tackles project management in all its intricate bureaucratic glory, and brings the process up-to-date in what is essentially a book of instructions. Helpful in designing and tracking projects, this clear, crisp manual comes with Modern Project software, the program used to carry out the project management steps delineated in the book. The book, like any owner's manual, is very list-oriented. Howes does not teach you how to manage a project, either practically or theoretically, as much as he outlines the managerial process. His step-by-step guide focuses on detailed information telling readers how to take advantage of the software as they manage projects. While we from getAbstract recommend this guide specifically to project managers - who should keep it on hand, particularly if they use the related software package or want to learn more about it - the book is also designed to be used in corporate training programs and college classes.

Great book. Clear, well thought-out, and useful. I am using the method and tools to manage a series special event projects with 19 staff and 6 other vendors. Everyone has read the book so we all have a common understanding, and everyone is using the tool to generate reports - very cool.

Doesn't cover every aspect of PM but every aspect it covers is done very well. An easy read that can change how you do things. The enclosed software reinforces your knowledge.

Measuring Earned Value Correctly.......2002-01-09

I concur with other reviewers that this book is
extremely valuable, insightful, and comprehensive. It
provides clarification of several Project Management
concepts that are typically glossed over and sometimes
completely ignored in other texts. Perhaps the most
important contribution the author makes is in his
explanation of the subtleties of Earned Value - the
primary measurement for a project's performance. Many
Project Managers that I have worked with do not
understand how to measure Earned Value and end up with
incorrect measurements, or simply fail to use this
critical indicator altogether. I recommend this book to
all project managers who want clarification on this and
other topics that will help them improve their own
performance as managers.

A really modern treatment of project management.......2001-12-08

This book focuses on modern project management concepts and techniques, but covers the standard stuff like what you will find in the PMI PMBOK. The project management system that comes on the CD with the book contains tools you won't find even in expensive PM systems. There are at least a couple dozen tools on the CD and an example project you can use to try the tools out on.

I have this book and I like it. You can get some nice ideas from it, but if you make hats for a living...it's not for you. It is really for someone who plays at hat making.

Good Basic Hat tips and Ideas.......2002-02-01

I beg to differ with others comments that this book wasn't as helpful as they would have liked. It gave great examples of what was possible in design. I found it more interesting than the 'from the neck up book' which was too technical. First off, the photography is great. The examples of hats are awesome. I loved the project for the appliqued garland straw brim. Overall,it's a great book to have if you're interested in millinery.

This book has wonderful photos of all kinds of hats. However, it only contains instructions for making a few of them. I tried to make the Water Lily hat but found the instructions confusing and could not figure it out. However, if you are browing for hat embellishment suggestions or just want to look at nice photos to get ideas for hats the book is great.

A "FUN" book for people with light interest in hats.......1999-11-22

I think this is a good "recreational" book to pick up in a craft of fabric store when you have a light interest in hats. I did not find it went in depth enough for people who really want to DO hats. I need more info on EMBELLISHING and STYLIZING hats. This was just too basic and broad to give me much actionable information.

A fairly good resource for a beginning milliner........1999-06-04

This book is mainly about re-doing hats, although there is a section on making your own felt. It contains chapters on men's and children's hats as well as women's.

Excellent biography of Nixon and history of Presidential power.......2006-06-13

A colleague just asked me if this is an apologia of Nixon - it is not. I read this and most of the other burst of books that came out in the 1970s right after Watergate, and they were all great reads, especially with the fire of those times still burning -- and Nixon Agonistes was one of the enduring best, engrossing and well rounded. Nixon was a peculiar character but Wills does a good job of being the good historian, with balance and insight. And as I say, it was engrossing -- I read it all the way through. College poly-sci majors in particular should add this to their must-read list.

Forgotten masterpiece.......1998-07-29

It's too bad that this book is out of print. Probably it stopped selling because of its title -- people must have assumed that it was only relevant for the Nixon era. Not so! The book is valuable today for the evocation of the early part of that time (especially the summer of 1968), but more than that, it is a masterful analysis of that collection of shared intellectual assumptions that make up a great deal of American political (and other) impulses -- specifically, that set of post-Lockean interpretations of social, moral, economic and political life which fall under the rubric of "liberalism". Wills details the connection between Nixon and this background, and the results are far-ranging. Many of the great American assumptions about life are implicated and their mythical foundations revealed: equality of economic opportunity, electoral "mandates", democracy via fair elections in countries that do not have them, fair competition of ideas in academia, and others. Wills leaves no stone unturned. The book deserves to be reprinted again.

Hurrah! It's back in print! Get your copy before it disappears again!

I should have mentioned that, in addition to the fun of watching Wills dismantle the superstructure of liberalism, the book provides great pleasure through its style. Wills writes non-fiction better than most poets write sonnets.
