    Very little has been written or published on the global experience vis-a-vis information technology that puts both developed and developing countries into a larger context from which lessons can be extrapolated. Within the IT and Development fields, there has been much talk and hyperbole about the power of IT to transform the economic development process, but very little rigorous analysis has been carried out to document the global situation. The frontier of the field is to explore and understand how IT is being used in the developing world, what the barriers to IT diffusion and adoption are in developing countries, and what the main lessons are from the developing world that can aid in designing policies and solutions that can overcome the international digital divide. The Global Information Technology Readiness Report 2001-2002 provides the first comprehensive and comparative analysis of the diffusion and use of information technology in 70 countries around the world. The Report consists of three main sections: a series of country rankings comparing the global experience of different nations based on various crieteria of IT readiness; a collection of essays by recognized experts on a series of IT-related subjects key to understanding the issues involved in extending the benefits of IT to the developing world; and country profiles that highlight the overall situation and major trends relating to IT within each country. The scope of the Report is quite ambitious, as is the methodology, as data has been generated through a series of surveys of global business leaders. Both the range and depth of the issues and data make the Global Information Technology Readiness Report 2001-2002 a unique and valuable publication.

Global economic activity has slowed substantially, stock markets have shown considerable volatility, and the world's major currencies have experienced significant fluctuations. Coping with the enormous challenges currently facing the global economy requires pursuing a prudent and proactive macroeconomic policy stance. More importantly, it requires strengthening the cross-border networks that promote private investment, entrepreneurship, and social progress around the world. In this endeavor, The Global Competitiveness Report remains an invaluable tool by identifying existing impediments to economic growth and thus helping in the design of policy measures to remove such obstacles as a precondition for advancing human well-being across the globe. This year's Report appears in the aftermath of the September 11th terrorist attacks in the United States. The unprecedented tragedy that occurred - and the events these attacks have triggered - have profoundly affected the global economic outlook. In response to this extraordinary economic shock, the 2001-2002 Report includes a separate, shorter-term analysis of the world economy in the new Introduction. Based on responses from 90 senior executives whose companies are part of the World Economic Forum, this "flash survey" assesses the magnitude of the effects of September 11 over the coming months. In addition, no fewer than 17 countries have been added to the country profile analysis, reflecting the rising integration of developing countries into the global economy. It also ensures that The Global Competitiveness Report remains the most authoritative source for policymakers, the business community, and other key stakeholders. Data CD-ROM: For the first time ever, results from the World Economic Forum/Harvard University Executive Opinion Survey are available to researchers and policymakers on CD-ROM.     The report is excellently developed and organized. In order to save money I ordered a report that is several years old so it is not giving me current information. This is not the report's fault. It is a good report.

                          Somewhat of a faddish book. It came out when TQM was red hot in management circles. Since then, experience with TQM has dampened a lot of that initial ardour.

                          Various chapters of the book are solidly written, though. See the discussion about the different types of contracts - Firm Fixed Price, Cost Plus and others. For a manager, this may be the most crucial portion of the book.

                          Other sections are mundane. Like the different types of charts/graphs with which to visualise data. All the way up to PERT charts.

                                  To read Hans Morgenthau is to meet his sharp and fearless mind seeking `to speak truth to power'. During most of his carrier, his main public cause was to call forth responsibility from North-American policy-makers. His days were the days in which mankind finally found itself face to face with the prospect of the end; here was the setting of a unique era, superior in danger and complexity to all other previous ones; and Morgenthau was one of the few-too-few authors who could see its political problems.

                                  At the end of his life, he wrote the following words: "While I may be best known for my contributions to foreign policy and more particularly to American foreign policy, it is a paradox that my major intellectual interest from the very outset of my academic career has not been foreign policy or even politics in general but philosophy. After WWII, I made a conscious choice in concentrating my efforts on foreign policy because I realized that the existence of the United States and even of mankind depended on a sound foreign policy. What good was it to speculate on philosophic topics if in a couple of years or decades the world would be reduced to a radioactive rubble? So ever since, for more than twenty years, I have been caught in this self-imposed public service which by no means coincides with my real intellectual interests".

                                  Morgenthau died in 1980, shortly before the Cold War itself was over. His political thought will outlast not only the competition of superpowers, but also what was then taken as states and nations; as well as Aristotle survived the disappearance of the Greek polis and Machiavelli, the unification of Italy. These are political thinkers who make it through the surface of their objects and share a glimpse of the very essence of politics. In so doing, they expose truths about the human condition which remain, among the problems of the day, recognizable to eyes which may be very distant.

                                  Of course, almost every man is a son of his era and expresses reality in terms hopefully understandable by his contemporaries. Thus, to point out the rediscovery of those recognizably human and tragically recurrent facts among one's present configurations is a most fortunate task in a biographical work. This is why Morgenthau's Intellectual Biography, written by Swiss professor Christoph Frei, is a special work for those who wish to understand the process of putting together the pieces of his line of reasoning which, in the early 1930's, started being dubbed 'political realism', but only effectively reached public in the late 1940's.

                                  Before the Biography, those who went through Morgenthau's work in English had never had a contact with his early papers, which contain all the seeds of his later intellectual developments. Dr. Frei was the first to study these papers, along with other never seen documents, diaries and letters. Having conducted a trilingual research in English, German and French, he provides us with a reconstruction of the first decades of Morgenthau's life, points out to the first time when theory-relevant thoughts were put to paper and presents a lively account of the difficult context in which these thoughts began to flourish.

                                  The book has two parts. The first part deals with Morgenthau's life story, his studies in different cities in Germany, his acquaintance and perceptions of its several ongoing schools of social sciences, and the beginning of his professional career. As the specter of totalitarianism approached the old continent with its somber colors, we watch his difficulties first in Europe as a Jew, as he tried to emigrate to America, and later on in America as a German and a Jew, struggling first for survival and next to retake his intellectual projects. This first part leads up to the success he achieved with the publication of Politics Among Nations in 1948 and deals, in smaller detail, with the second half of his life as a successful political scientist, trying to contribute to the North-American experience during the Cold War.

                                  As the second part of the book unfolds, we go back to the early decades of the twentieth century and embark in a philosophical trip side by side with a young man's experience of disillusionment: his meditation of civilized life in a time of decay. Here we see the formation of Morgenthau's Weltanschauung and approach the central core of his view of man and society. Frei lets him speak out some of his frankest thoughts about the limits of science, the political sphere, the place and implications of power among human beings. Frei also strikes us with the clever insight of turning Immanuel Kant's four philosophical questions: "What is man?; What am I allowed to know? What should I expect?; and What should I do??" into the skeleton of his investigation. At its end, the book concludes that Morgenthau's realism is in fact a sober type of idealism; as it puts, "transcendent idealism".

                                  The two greatest contributions of this biography are the following: firstly, it unveils Morgenthau's central formative reference in a surprising and unprecedented way: the chapter about his existential dialogue with Friedrich Nietzsche is, without a doubt, the most fascinating of all. Secondly, it swims against the epistemological and quantitative tides of contemporary political science so as to concentrate its work in Morgenthau's philosophical side - which is, when all is said and done, what truly matters for those who are attempting to think politics with their own heads.

                                              "This book brings together", Chun Wei Choo writes, "the insight developed from research in organization theory and information science into a generel framework for understanding the richness and complexity of information use in organizations. Research in organization theory suggests that organizations create and use information in three strategic arenas. First, organizations interpret information about the environment in order to construct meaning about what is happening to the organization and what the organization is doing. Second, they create new knowledge by converting and combining the expertise and know-how of their members in order to learn and innovate. Finally, they process and analyze information in order to select and commit to appropriate courses of action...The book has the following objectives. First, it analyzes and compares the principal modes by which an organization uses information strategically to make sense of its changing environment, create new knowledge for innovation, and make decisions that reflect past learning and ongoing adaptation. Second, it examines the structure and dynamics of information seeking...Third, it proposes a new framework of the knowing organization (from the Preface)."

                                              In this context, Chun Wei Choo divides his book into seven chapters, and he:

                                              * introduces the theories of organizations as sense-making communities, knowledge-creating enterprises, and decision-making systems, and show how the three modes of information as sense making, knowledge creating, and decision making use complement each other by supplying some of the missing pieces necessary for each mode to function.

                                              A highly informative examination of a type of organization that is successful by using information strategically to make sense of its changing environment, creating new knowledge for innovation, and making decisions that reflect past learning and adaptation. Provides a general model for understanding information use and many other models. Filled with references to research and other publications. This is an informative, information-packed book! Excellent.

                                                    DANIEL J. BARAN, CPA, is a principal of Daniel J. Baran, P.C., a firm specializing in tax controversy, tax planning, and tax compliance. A former senior tax staff member with Ernst & Young LLP, he was a founding board member of the Arizona Forum for Improvement of Taxation. He is a past chairman of the Arizona Society of CPAs' Internal Revenue Service Committee and the Arizona Department of Revenue Tax Liaison Committee.

                                                    GERALD F. BERNARD, CPA, is coprincipal of Bernard & Stallman, P.C., a Phoenix-based accounting firm that specializes in tax services. A former IRS agent who for five years performed audits on individuals, small businesses, and trusts, Mr. Bernard now uses his IRS expertise to serve his clients. He is a past chairman of the Arizona Tax Legislation Committee of the ASCPA and served two terms as chairman of the Audit and Compliance Committee of the Arizona Forum for Improvement of Taxation.
