                      Mr. Bowsher has put it all in one book. All of the qick fixes that will not get the job done, as well as the master plan with a step by step road map to fax all schools. (K-12) This book has unlimited references to all the ideas that are working as well as the well-intentioned political fluff that so many people are trying to do. Jack points out that money is not the problem, we just have to spend it on major reform, not band-aid fixes. This book is a "MUST" read for government officials, educators, teachers, parents, and anyone interested in fixing our educational system.

                          What a ripoff! I bought this book to get a great look at best practices for managing strategic alliances. But on page 75 in chapter 5, here's what I got: "The complete set of one hundred best practices and the associated skill levels is a proprietary tool that Booz-Allen uses with its clients, but let us consider here a few examples..."

                          Yet another overview book that talks about the subject without giving you the meat.

                          I am familiar with Dr. Pekar's work on strategic alliances for the past decade, and am very impressed with his business acumen and knowledge about this topic. I believe that he is the top expert in the world in this field.

                          "Smart Alliances" is hands-down the best book on the topic of strategic alliances published today. Unlike the other books on strategic alliances, Pekar and Harbison rely on data to back-up all of their findings. They are the only people in this discipline that have conducted the kind of extensive research and analysis that can support their conclusions. The alligorical stories are used to provide the reader with true, specific examples of particular issues associated with strategic alliances, rather than general fluff and filler as in most of the other books.

                          This book serves more as a primer for determining where your organization stands with regard to understanding strategic alliances, institutionalizing the strategic processes behind forming and maintaining alliances, and giving some insight to what many of the most prominent problems organizations struggle with when forming alliances. "Smart Alliances" is about identifying the gap between your company and some of the more important best practices that other successful alliance companies employ.

                          This is not a "how-to" book. It does not step the reader through forming, building, or maintaining alliances. It would be irresponsible to say that this book intends to walk the average reader through a process on creating strategic alliances. Being disappointed because you expected that, would be like saying that a book on how to write a business plan was poorly written because it wasn't specific to a certain company's needs. The reality is that strategic alliances are, in many cases, more difficult to form and maintain than a typical business and each have their particular issues and quirks that must be resolved. Without the proper knowledge and guidance, disaster is lurking around the corner.

                          Does this book encourage hiring consultants to assist with building strategic alliances? I don't think that's its purpose. However, the book does make clear that knowledge and planning are the most critical elements of building strategic alliances, and does include enough information for the introspective executive to determine where her organization stands. If you haven't played this game before and been successful on your own, why wouldn't you approach an expert?

                          If you're interested in learning more about strategic alliances, would like to view strategic alliances in a different light, or learn to think about business differently, than this is the book for you. If you want something that is going to teach you, or hand-hold you through the strategic alliance process, look elsewhere, and be wary!

                          5 out of 5 stars A solid and practical guide to alliances........2001-03-10

                          We just had the pleasure of hearing Dr. Pekar at Business Week's annual CFO conference in Palm Beach. We are a global company that forms alliances at a breathing pace - 18 alliances over the last quarter. We see alliances as an engine to grow. What impressed us with Dr. Pekar's presentation was his knowledge and experience in this area and his comprehensive research and analytical work that supports his position. We immediately bought copies of "Smart Alliances" and found the book to be right on target with our experience. We highly recommend it, especially to new comers to this area. I will say that Dr. Pekar has moved his research into new areas of deal making and governance. We hope that he will write a new volume on these critical items. We intend to utilize his services in our efforts.

                          5 out of 5 stars Best Book on The Subject.......2000-08-07

                          I have been following Harbison's and Pekar's work for over a decade. I have also attended their annual alliance conference in NYC sponsored by the conference board. For those not familiar with their work, they have completed 10 alliance studies covering the top 1,000 global companies as well as a recent study sponsored by the Association of Corporate Growth of the top small & medium size firms in the U.S. and Europe. Their work is the cutting edge. We have passed out copies to our executive core. I highly recommend this book which discusses just the tip of their work and is based on a number of their studies. To become more familiar with their thinking, I would suggest the reader also go to the web site "smartalliances.com" to read some of their latest Viewpoints on the subject. Simply, they are the leaders in this area. Being an executive in a major high tech firm that does mutiple alliances, I can state that no other consulting firm or academic institution has amassed such a wealth of information or experience on this important subject.

                          2 out of 5 stars Intro Text.......2000-08-01

                          I gave this book 2 stars rather than 1, as it is a decent introductory text (with its share of fluff) with a couple of good charts (though a preponderance of "filler" charts). However, the book is a thinly disguised publicity push of Booz Allen (and a few others). And the book is impractical since it is virtually devoid of tools--rather useless for the professional. Caveat emptor.

Focusing on cane-sugar production, domestic and international trade, technology, and the history of consumption for over a thousand years as a means of framing the larger questions, the author shows that the economy of late imperial China was not stagnant, nor was the state suppressing trade; indeed, China was integrated into the world market well before the Opium War.                               Just when you thought you had this marketing thing down, Mark Earls says it won't do you any good now. Marketing is out of sync with today's consumer-centric world of empowered customers and excess supply. In witty prose, Earls contends that creativity is more than catchy words, and he has plenty to say about the brand-as-experience phenomenon and about freeing yourself from convention. His sensible premise comes across as simplistic and naïve. Saying that ideas are the key to success is a bit like saying that love conquers all - a noble sentiment, but vague and not really new. However, this doesn't pretend to be a how-to book; it's an idea book, and you interpret the ideas. An ad veteran, Earls provides ample examples and expert quotes on attitudes and behaviors. And if it isn't news that the market changes constantly, we note, it isn't fully understood either. If you want to understand, welcome to Earls' world.

                                    In the framework of Multi-Attribute Utility Theory (MAUT) several methods have been proposed to build a Decision-Maker's (DM) utility function representing his/her preferences. Among such methods, the UTA method infers an additive utility function from a set of exemplary decisions using linear programming. However, the UTA method does not guarantee to find a utility function which is coherent with the available information. This drawback is due to the underlying utility model of UTA, viz. the additive one, which does not allow to include additional information such as an interaction among criteria. In this paper we present a methodology for building a non-additive utility function, in the framework of the so called fuzzy integrals, which permits to model preference structures with interaction between criteria. Like in the UTA method, we aim at searching a utility function representing the DM's preferences, but unlike UTA, the functional form is a specific fuzzy integral (Choquet integral). As a result, we obtain weights which can be interpreted as the ''importance'' of coalitions of criteria, exploiting the potential interaction between criteria, as already proposed by other authors. However, within the same framework, we obtain also the marginal utility functions relative to each one of the considered criteria, that are evaluated on a common scale, as a consequence of the implemented methodology. Finally, we illustrate our approach with an example.

                                      This investigation presents a synthesis of two multicriteria analysis methods, Rough Set Method (RSM) and Net Flow Method (NFM), applied to the multicriteria optimisation for the manufacture of paper using jack pine as the source of fibres. This work is the result of a collaboration between different Canadian and French laboratories. The two optimisation methods, based on different approaches, are applied to the same Pareto domain of non-dominated operating conditions. The Rough Set Method (RSM) uses a set of decision rules that are based on the preferences of experts, when presented with a small set of diverse conditions extracted from the Pareto domain. These rules are then applied to the entire Pareto domain to determine the preferred zone of operation. In the Net Flow Method (NFM), the preferences of experts are defined with three threshold values and one set of weights that are used to classify the entire Pareto domain. The NFM is a hybrid of two methods between ELECTRE and PROMETHEE. To compare these two methods, they were used to optimise the identical process. Results clearly show that the two methods gave nearly identical optimal solutions and well within inherent experimental errors.

                                          Multicriteria analysis methods have been used over the past decade for resolving environmental issues. This paper deals with the application of a multicriteria analysis (MCA) approach to urban stormwater drainage management. Stormwater source control has become a popular alternative solution for managing stormwater in urban areas. Source control constitutes one variant of best management practices (BMPs) that can be evaluated with respect to various criteria, including: hydraulic efficiency, pollution retention, environmental impact, operation and maintenance, economic investment, and social and sustainable urban living. A French survey was undertaken to assess the performance of different BMPs at the national scale; results highlight the main reasons justifying the use of BMPs. These reasons are primarily related to flood prevention, which far outweighs the economic incentives. Moreover, hydraulic and technical aspects are most frequently noted by users, whereas operation and maintenance aspects are often seen as obstacles to application of these techniques. The survey results, completed by a literature review and expert statements, have been used to establish a matrix of alternatives for multicriteria analysis. The MCA results obtained allow ranking the various alternatives from best to worst, taking into account the different strategies adopted by the decision-makers involved. The development of a multicriteria approach could, in the future, serve as a supporting decision-aid tool, whose purpose would be to guide users in their choice of stormwater source solution.
