        So far, much has been written about the evils of bureaucracy, but less has been written about the accomplishments of bureaucracy. Generally, the message given by popular literature regarding government bureaucracy was one-sided and too far from completeness. In this book, the author tries to draw a complete picture of government bureaucracy. In contrast to popular bureaucracy-bashing writing, Goodsell reaches surprisingly interesting conclusions that contradict long-held beliefs toward public bureaucracy.

        The overall characterization of government bureaucracy within popular culture reflects that government bureaucracy is overstaffed, inflexible, unresponsive and power hungry. In forming such an image, media and academia have played a crucial role, according to the author. The economists are hostile to government bureaucracy on the basis that competitive markets and profit incentives are feasible means to obtain efficiency; sociologists are concerned with pathologies of bureaucracy; and so on. However, generally, criticism of bureaucracy is not well supported by empirical data. As being different from those who attack bureaucracy based on unfounded assumptions most of the time, Goodsell supports his arguments with empirical data that have been obtained from citizen surveys. In my opinion, the reason for the case is very well presented and worthy of careful reading.

        One of the arguments of the author is that critiques of government bureaucracy fall prey to the mistake of seeing bureaucracy as a whole (a form of abstraction), and ignoring the differences between different public agencies. Goodsell aptly illustrates how public agencies greatly differ from each other in terms of performance, conduct and so on. Also, citizen surveys support the fact that ordinary citizens are glad from their relationships with government bureaucracy in their local neighborhoods. However, as a general concept, bureaucracy is an oxymoron (this paradox, in literature, is called "the paradox of distance", that is, ordinary citizens are happy with their business with bureaucracy and bureaucrats, but they have negative attitudes toward `bureaucracy'-the more distant the bureaucracy the more the negative attitude is).

        Not only Goodsell examines accomplishments of government bureaucracy, but also he convincingly demonstrates the facts that impede the expected success of the government bureaucracy, including vague goals given to bureaucracy, the problems of coordination created by excessive outsourcing (administration by proxy), the complexity of social problems that government bureaucracy deals with, efficiency and equity conflict, and the like. In handling the subject, this book is very comprehensive, and the author files an excellent and convincing case. Not easy to summarize all the points, however all popular myths regarding government bureaucracy I (probably you) have heard are answered in the book with tremendous clearness.

        Overall, I highly recommend this classic to anybody who is interested in government bureaucracy. I also recommend "The Spirit of Public Administration" by George Frederickson, and "Bureaucracy" by James Wilson. The case for bureaucracy is a case for bureaucracy, and you are the members of the Jury. The final decision is up to you.

        4 out of 5 stars Critique of The Case for Bureaucracy.......2000-05-14

        I never thought that I would find myself reading a book that was in favor of bureaucracy. Being a skeptic, I thought that every second spent reading this book would be a waste of time. However, I was surprised at how Charles T. Goodsell makes you want to jump on the bureaucracy bandwagon. Charles Goodsell has done a fair job on his book "A Case for Bureaucracy: A Public Administration Polemic." Goodsell looks at several of the preconceived notions that are held by the general population about the size, structure, hierarchy, and organization of the bureaucracy regardless whether it is in federal, state, or local governments. Goodsell begins each chapter with a great deal of enthusiasm but runs out of steam when it comes to making a solid argument for bureaucracy in some of the areas discussed. The author obviously has an affinity for statistics, which he uses throughout ninety percent of his book. Goodsell tries to rely on data that was collected some twenty to thirty years ago. The public sector has undergone numerous changes since some of these surveys were conducted. Some of the studies that he uses such as comparisons between Detroit and Delhi, I found somewhat irrelevant. Charles T. Goodsell makes a strong case for the bureaucracy in the United States. His unique approach will convince many that the bureaucracy is open, flexible, and even willing to change. However, I feel that because of his outdated and irrelevant surveys and studies, which he uses throughout his book, which these detract from rather than make the case in favor of bureaucracy. The book is a noble attempt to win citizens over to the idea that the bureaucracy is a polite, customer service oriented, friendly, and helpful group of 20 million individuals that are there to serve them. I am not sure that even the most well written defense of the bureaucracy will alleviate the notions that are held by most citizens.

          I highly recommend BUSINESSPLAN.COM. In fact, it isn't about settng up a dot-com company as some might think. For example; the book showed us how to cut costs and expand our company by using the Internet's technology for routine business activities such as supply chain management, customer service, marketing, and human resources-an enormous cost savings for us. Each chapter focused on the essential components we needed to employ for our business model; this book is the only one we found that could help us do this. Before you launch your business-go get this great book!

          This book seems horribly dated. I question the authors own credentials based on the environment we are seeing in today's Internet economy. Particularly in light of Dottie Downturn with IPOs losing steam and the medium is growing increasingly competitive and a feeding frenzy of larger corporations with ties beyond the Net has absolutely started. This book did not give me the information I had hoped. Yes, I get the concept of building a solid business plan, but this offered nothing more than any other generic business plan book for me. Where's the substance for our eComm-driven environment?

          With this rather cryptic and exhaustive disclaimer, Bray Hammond began his classic investigation into the role of banking in the formation of American society. Hammond, who was assistant secretary of the Board of Governors of the Federal Reserve System from 1944 to 1950, presented in this 771-page book the definitive account of how banking evolved in the United States in the context of the nation's political and social development.

          Hammond combined political with financial analysis, highlighting not only the in.uence politicians exercised over banking but also how banking drove political interests and created political coalitions. He captured the entrepreneurial, expansive, risk-taking spirit of the United States from earliest days and then showed how that spirit sometimes undermined sound banking institutions. In Hammond's view, we need central banks to keep the economy on an even keel. Historian Richard Sylla judged the work to be "a wry and urbane study of early U.S. financial history, but also a timeless essay on how Americans became what they are." Banks and Politics in America won the Pulitzer Prize for history in 1958.

          If you've read Schlesinger's "The Age of Jackson" or other liberal interpretations of Jackson and the eponymous socio-political movement that swept the US in the 1830s and are interested in an alternative viewpoint, Bray Hammond's "Banks and Politics in America" (the 1958 Pulitzer Prize winner in history) should be at the top of your reading list.

          I hasten to add, however, that this book is an extremely long and arcane history of American banking - central banking, to be more precise - with flashes of cogent analysis and iconoclastic conclusions. In short, this book is most definitely NOT for everyone, and even the most committed students will find that the author makes you work for the insights the book delivers.

          Although the book covers over a century of early American banking (from the first colonial land grant offices to the Civil War), the unmistakable focus is Nicolas Biddle's management of the second Bank of the United States (BUS) and the successful Jacksonian assault on that institution beginning in 1832. During the course of his narrative Hammond mercilessly shreds the shibboleths of liberal historians: poor and simple agrarians fought the moneyed elite through Andrew Jackson and his reforms; Nicolas Biddle was a conniving, flagitious political operator; the BUS was a corrupt, inefficient institution that fattened lazy aristocrats at the expense of the humble productive classes; the West was the primary source of hostility toward the BUS. All nonsense, Hammond argues.

          Rather, Hammond's thesis is that the main Jacksonian enemies of the BUS - not one of whom was an agrarian, he points out - used Jeffersonian language merely as a pretext to eradicate an institution that was successfully stabilizing the national currency and thus thwarting their speculative business interests. Although he acknowledges that residual agrarian hostility to banks and the resentment of states rights politicians to the intrusion of federal power through the BUS were contributing factors, Hammond argues that the primary impetus for destroying Biddle and the BUS was provided by a new and burgeoning group of business elite, primarily from New York. Made up of ambitious entrepreneurs and local bankers, these new Jacksonians bridled at the regulatory influence the BUS had on restraining free credit. Moreover, because the BUS collected all federal receipts, which at that time were mostly import duties on goods flowing through New York City, local New York banks could not profit from the lucrative trade their city supported. They believed the use of that currency was rightfully theirs, and they resented the fact it was sent to a bank run out of Philadelphia and controlled by Philadelphians (and foreigners, or so many believed, but Hammond denies).

          Thus, Hammond concludes, the "Bank War" was really a fight between conservative, principled businessmen on the one side and reckless, "get rich quick" speculators on the other. He holds Nicholas Biddle up as second only to Alexander Hamilton for his contribution in creating the greatest economic engine the world has ever known: American capitalism. Andrew Jackson, meanwhile, is disparaged as a well-meaning dolt whose supposed reforms did nothing to benefit the common man he professed to represent, but rather destroyed the most effective central banking system ever developed by the 1830s.

          About twenty years ago I was researching the early development of banking in U.S. history. Since much of what is available regarding this period is marginally important, I was prepared to be disappointed. Instead, I found Hammond's work to be the most significant research and writing on the subject available at that time.

          I learned that Hammond was an experienced banker before joining the Federal Reserve Banking system and becoming their first official historian. His work combines access to original source material, a plain Midwestern style of explanation, and scholarship that is both honest and reliable. In short, Hammond was one of nature's gift.

          The book gives a comprehensive account of banking from the colonial period to the Civil War, a time of particular importance for innovative growth. The most important part of his work is his interpretation of the period immediately preceding the Jackson presidency, including a previously unknown development of an alliance of opportunistic young business democrats with decidely opportunistic interests in the potential of Western expansion. Hammond convincinly ties this movement to persons within Jackson's kitchen cabinet. When reading Hammond you quickly become convinced that he knew where all the bones were buried.

          Hammond wrote a second book covering the period from the Civil War to the development of the present Federal Reserve system in the Wilson Administration. I understand from other sources that he became seriously ill during this period. The latter work is much shorter than the first and does not achieve the same high standard.

          Hammond's original work is a must for anyone with a serious history in the history and development of U.S. financial structures.

                          This is a great reference book. It's saving me alot of time and aggravation. It's easy to find what you're looking for, get an understandable answer, and be on your way. It simplifies things so they're easily doable using real life situations which is very helpful. An added bonus is that they put a quick reference appendix in the back that's absolutely wonderful.

                          I wasn't sure about this book at first. From the
                          title I thought, "A bit trite, aren't we?" but
                          for some reason it called out to me... and being
                          a person with a history of Depression who now aims
                          to keep myself strong and resilient rather than
                          depressed, I figured there might be something
                          new among these pages.

                          I was not disappointed.

                          On the very first page I read I felt like the
                          author, Richard Rybolt, knew me personally. He
                          certainly knows my depression.

                          Each section of the book is offered in three chunks.

                          "From his journal" is first and it contains
                          excerpts from Rybolt's personal experience.
                          "Things to Do" outlines actions to take - so
                          significant for folks with depression who
                          tend to take to inert inaction, which tends
                          to fuel the depression instead of feeling btter.
                          The "Try this" section is like the nudges from
                          the author's corner - whispering "You can do it,
                          you can do it, you can do it!"

                          The appendix on famous people with depression
                          is also very encouraging. There were some
                          folks I already knew suffered from depression -
                          but the new faces added to my "OK-ness" with
                          my own depression. Surprise, surprise to find
                          some of MY favorite, inciteful artists there:

                          Emily Dickinson, Ralph Waldo Emerson, John
                          Ruskin, Ludwig von Beethoven.

                          This book would also be helpful for someone
                          who loves a person with depression.

                          I've tried reading several other depression books, but most have been either so theoretical that they were of little value or filled with medical jargon that I did not understand. 75 Ways to Beat Depression is the first book that's really helped me find answers for my own mood prolems because it's written with such down to earth simplicity that I can relate to almost everything the author writes. Actually, reading the book felt like talking to a trusted friend that's been through the hell of depression and found the way back to wholeness again. A friend who shares what he has learned and offers many practical solutions to help me solve my own mood problems. Depression sufferers will appreciate the frankness with which Rybolt writes when he admits that nothing about depression is "easy". Yet, they will find 75 Ways to Beat Depression filled with hope and humor.

                          Don't get me wrong, this book is not likely to be a quick solution to your depression problems, but it can help you find the road that leads to recovery as you follow the footsteps of the author that begins in the depths of darkness and leads to the light of recovery.

                          Richard C. Brown, founder and director of the Center for Effective Ministry, holds a Ph.D. in education and masters degrees in education, counseling, and Catholic pastoral theology. "When Ministry Is Messy" began as an attempt to explore conflicts he had witnessed, and been affected by, in Catholic ministry. In his research, Brown interviewed diocesan leaders across the country. Respondents reported that between 25 and 50 percent of pastors they knew had been "emotionally ill enough that they have seriously harmed the ministries of their parish." Forty percent of the respondents said lack of communication and lack of shared vision were at the root of ministry conflict, and 20 percent cited preoccupation with power or control.

                          These primary issues and many others, Brown discovered, are addressed in "the mother lode of God's wisdom on ministry conflict" in Matthew 23. Their causes can be boiled down to natural personality differences, emotional illness, and sin.

                          The first five chapters of the book are devoted to an overview of conflict in ministry, Jesus' approach to conflict, and the three causes mentioned above. The next three chapters deal with Jesus' methods of handling conflict: loving servanthood, logic, and "speaking up." Examples of conflicts and practical applications for avoiding and resolving them are included. Finally, Brown offers general suggestions on spiritual practices that will strengthen ministers in their efforts to follow Jesus' example. The author has also provided discussion questions for each chapter, an extensive bibliography, and detailed index.

                                I ordered this book because of George Zee's review, and he was right on target. I was looking for a short, concise, well written NLP book for everyday problems. Though not new to NLP, this book gave me new insight on how to apply it to my own life. This has been a problem for me in the past as I tend to view things as too much of a technical exercise at times. O'Connor's writing style is conversational, flows well and is simple to follow. I would recommend it to anyone, and will probably be ordering multiple copies for gifts this year.

                                Joseph O'Connor has the gift to explain Neuro Linguistic Programming (NLP) in clear and simple language, illustrated by examples and metaphors. His Introducing NLP (1990)and Principles of NLP (1996) are still the best introductions that I continue to recommend to those interested in the subject. In the present small book he has gone further in utilising NLP insights without any technical lingo at all. Through personal anecdotes, guided exercises and clear explanations, he helps us to change our outlook and ways of thinking so that we'll successfully and easily live a much fuller life with clear goals, less pain, worry and stress and much more appreciation and resourcefulness. Once we learnt the difference between being inside and outside an experience, we can change our internal videos, self-talk and do mental rehearsals. We can also welcome criticisms. This book is especially recommended to those who are new to NLP. I wish the author will continue to write more books in this format.

                                i have loved horses all my life, but watching TV doesnt give you anywhere NEAR the insight you need when actually owning, caring for, sometimes first-aiding horses.
                                this is a very good, easy to understand horse care, attitude, modest training book. this isnt how to break and make a world class horse, it is how to handle common problems that are almost universal in horses. i have learned so much by using this and other books, i have to recommend to ANYONE who hasnt owned a horse, or has but is only after many years getting back into it, to re-read this and other books like this. rather than state specific detail, just understand this book hits on some of the real everyday problems all horse owners will or have or are facing. it isnt an extremely indepth coeverage of each area, it is more of a " ok,, lets FIX the basic problem now, which will make it easier to get more advanced later" kind of book.

                                so in that sense, it is ideal. i do wish it was a little longer, or i would give it 5 stars, as there is a few minor areas ( or just ones i am interested in, like foals from newborn to a few months ) that i wanted more depth, BUT, if it covered everything, it would be 1500 pages long, and cost $300..

                                i recommend this book for anyone who really isnt a genuine expert in most areas of horse care.

                                I have browsed through another horse owner's book and I liked what I saw so I ordered this for myself. It has all the answers to questions that I, as a first time horse owner, have asked. I cant wait to read my own copy in depth. Some of the questions that were answered for me are how to know if my horse is sick, proper shoe care, and other health related issues that i feel are most important.

                                  Best trig reference among the half-dozen or so I checked out at a local land-based bookstore. Not as complete as it might be: did you know there was a law of tangents for oblique triangles? I didn't until today, and neither did the author of this book, apparently. Found a really cool simple useful formula but it was buried in an example. I sure wish I could get my hands on a reference that just had diagrams and long *complete* lists of formulas without all the page-wasting examples! Also the oblique triangle solution formulae weren't as handy as they are in another reference. I'm trying to predict the motion of a 10-pivot scissor hinge...
