      I know Richard Dobbins and I believe that he may have chosen the title How to Screw the IRS in order to catch the reader's eye. The book, however, is not written in a frivolous or combative tone. It is a plain-English guide for the average person who may be facing a tax audit or who is looking for legal and practical ways to minimize their state and federal income tax obligations. Most people have their income taxes prepared by an accounting professional or preparation service but do not often have the opportunity to have an open discussion with a person possessing the depth of experience of Mr. Dobbins. The conversational style of this book is like having such a discussion.

      I'm working on writing a guidance document on developing quality systems for use by the Environmental Protection Agency. In the process, I've reviewed a lot of books on quality (e.g., Deming, Juran, Crosby, Goetsch and Davis, Beckford, Dobyns and Crawford-Mason, and Oakland to name some). Discussions of quality can get pretty abstract quickly. Sometimes it feels like I'm in a quality fairyland that's mostly separate from everyday life. Oakland and Morris have presented this very complex topic in terms that most people can understand. The abundant graphics explain as much about quality as does the clear text. This book serves as a good starting point for understanding how quality concepts and tools can be applied in everyday workplaces. If necessary, one could then read other books for more detailed information about quality systems. My only quibble is that this book needs a list of suggested reading for more detailed information about quality concepts and tools. Oakland's other books are pretty useful themselves and could have been mentioned.

                Bierma and Waterstraat have very accurately described a proven outsourcing process to reduce both chemical usage and chemical costs. The book is excellent for newcomers looking to use chemical management as a tool to reduce usage and costs but has enough information for those that are using chemical management to improve their programs. At any level the book offers "practical and proven" examples to illustrate implementation and documented the results. The authors have cleverly descibed the total life cycle costs associated with chemical use and why it make both economical and environmental sense to implement chemical management. If you are a user of chemicals or a supplier of chemicals this book challenges you to look outside of traditional buy/sell relationships and move towards outsourced chemical management. This book sets the stage for a rapidly growing industry that is no longer a trend but a very effective management discipline. It's a must for users and providers of chemicals.
