                                Based on a ten-year examination of control systems in over 50 U.S. businesses, this book broadens the definition of control and establishes a critical bridge between the disciplines of strategy and accounting and control. In addition to the more traditional diagnostic control systems, Simons identifies three new control systems that allow strategic change: belief systems that communicate core values and provide inspiration and direction, boundary systems that frame the strategic domain and define the limits of freedom, and interactive systems that provide flexibility in adapting to competitive environments and encourage organizational learning. These four control systems, according to Simons, will provide managers with the basic levers for pursuing strategic objectives.

                                I read this book when it was first published in 1994 and recently re-read it, curious to see how well it has held up. My conclusion? Very well indeed. What I find especially noteworthy is the fact that, only decade ago, there was nowhere near the understanding and appreciation of innovation that we have today. As I compose this brief commentary, Amazon offers 40,135 books on the general subject and 8,707 on innovation management. That is amazing.

                                In any event, Robert Simons wrote this book in order to explain "how managers use innovative control systems to drive strategic renewal." There is a paradox involving innovation that has always fascinated me: That innovation initiatives are most productive and lucrative when launched and then sustained within a stable (albeit flexible) environment. In other words, innovative thinking needs order, structure, discipline, etc. to which it can respond. There had to be a GE for Jack Welch to "blow up" when Reginald Jones selected him to become its CEO. The same was true of IBM when Lou Gerstner became its CEO. Moreover, another paradox, organizational renewal - if not transformation - requires control systems (key phrase) that are themselves innovative. In this volume, Simons focuses primarily on "the informational aspects of management control systems - the levers managers use to transmit and process inf0ormation within organizations. For the discussion to follow, I adopt the following definition of management control systems: [begin italics] management control systems are the formal, information-based routines and procedures managers use to maintain or alter patterns for organizational activities. [end italics]" More than a decade ago, Simons saw the need for a new theory of control that recognizes the need to balance competing demands. Such demands today are much more intense and in much greater numbers.

                                Simons suggests that an organization's strategy for control must (somehow) accommodate these "variables": belief systems which are used to inspire and direct the search for new opportunities; boundary systems which set limits of opportunity-seeking behavior; diagnostic systems which motivate, monitor, and reward achievement of specific goals; and interactive control, systems which stimulate organizational learning and the emergence of new ideas and strategies. I agree with Simons that any theory of management control must be evaluated according to criteria such as the extent to which the potentially important variables are included in the theory, the clarity of the linkage between control system variables and the achievement of organizational strategies, and the reliability and validity of the evidence. The "new theory of control" which Simons offers in this book fully accommodates such criteria.

                                I especially appreciate the provision of all manner of "figures" and "exhibits" which organize and illustrate clusters of key points and concept relationships that are analyzed in each chapter. These reader-friendly devices will later facilitate, indeed expedite review of Simons' key points. If reviewing nothing else in the book, busy executives should frequently check out the detailed "Checklist Summary" in Appendix A which identifies the WHAT, WHY, HOW, WHEN, and WHO of each of the four control levers and of the internal control systems which are fundamental to ensuring the integrity of data used in all control systems.

                                For me, some of the most valuable material is provided in Chapter 7, "The Dynamics of Controlling Strategy." Simons points out that strategic control "is not achieved through new and unique systems but through belief systems, boundary systems, diagnostic control systems, and interactive control systems working in concert to control both the implementation of intended strategies and the formation of emergent strategies. These systems provide the motivation, measurement, learning, and control that allow efficient goal achievement, creative adaptation, and profitable growth." Figure 7.3 on page 159 cleverly illustrates the dynamic relationships between and among an organization's core values, risks to be avoided, strategic uncertainties, and critical performance variables. "Managing the tension between creative innovation and predictable goal achievement is the key to profitable growth." Hence the importance of the four control levers that can enable managers to "direct collaborative enterprises toward their worthwhile goals."

                                Although published in 1994, this book offers even greater value today than it did then. Congratulations to Simons and on a brilliant achievement. As he explains so thoroughly and so eloquently, the extent to which innovative thinking is both productive and profitable will largely be determined by how well managers use innovative control systems to drive strategic renewal. I also highly recommend two of Simons' later works, Performance Measurement and Control Systems for Implementing Strategy and Levers of Organization Design.

                                5 out of 5 stars Fantastic book on how to focus your organizational efforts .......2005-09-03

                                One of the key concepts in this book is how difficult it is to balance the company's need for predictable results with its need for innovation. How do you stay on track while being able to identify new opportunities? Dr. Simons emphasizes the scarcity of management attention and the importance of realizing there are too many "good ideas" to pursue. The countervailing levers he has identified, allow management to reduce risk in the right areas thus freeing the organization to achieve higher levels of productivity. Great book for seasoned leaders responsible for designing and implementing strategy.

                                Levers of Control presents a comprehensive theory illustrating how managers control strategy using 4 basic levers: belief systems, boundary systems, diagnostic systems, and interactive control systems (the whole book is based on these 4 levers). Simons shows how these control levers complement each other when used together and how effective top managers use these levers to stimulate and guide the search for strategies in the futures.

                                The book is far more interesting than the title suggests. "Levers of control" makes one think of man/woman being reduced to robots directed by the pulling of levers. The book is exactly about the opposite, how one can have his cake and eat it. It provides a practical framework on how to combine opposing forces in managing a company. Opposites like creativity and meeting profit objectives, precise objectives and alertness to the necessasity of changing course, reward and punishment, control and freedom. Some of the insights require reader effort to understand. For example. "Strategic planning is useless to develop strategies. Strategic planning starts once the strategy has been determined." What is meant is this. Long range planning carried out by staff departments trying to involve managers is a waste of time. Real strategies evolve interactively between several layers of managers in the organisation. Once a strategy is determined a plan must be made for implementing it. However the reader has to figure out that strategic planning no longer means strategy development but the development of a plan for strategy implementation, the execution of which has to be monitored. The book covers how to deal with the positive and negative motivations of employees, how it is possible to manage the tension between a budget system (referred to as a diagnostic system) and an action oriented intelligence-gathering system (referred to as an interactive control system). These two "control systems" are combined with two higher level "control systems", the vision and core values on the one hand and clarification of authority, accountability and no-go areas (referred to as boundary systems)on the other. None of these "control systems" are original. The originality of Prof Simons is that he shows how to operate these systems so that they reinforce and complement each other. This book is very useful for persons that have experienced how hard it is to implement strategies and to reconcile freedom with the requirement of delivering predictable financial results.

                                William Glasser has given us the human side of quality as framed by Dr. W. Edwards Deming. This is an excellent companion to the works of the great qualilty guru who was instramental in jump-starting the Japanese economy after WW2, and launching Toyota on its way to overtaking Chrysler, Ford, and maybe GM. Every manager should have a copy of this book sitting next to "The New Economics" to provide the means and motivation to spur one into transformation of self, of group, of company. Continual improvement has no end. It does not matter where you start, it matters when. Start NOW. These books will say why and how.

                                Glasser takes the basic elements of his Control Theory and fits these in with Deming. Some very very common sense approaches to management. Management involves people most of all, and Glasser's approach is focused on people. This little book is one that a manager should keep on his desk for a careful read and a re-read. Common sense approaches to working with people to get things done, instead of "working" people to try to get things done..

                                              The Unofficial Guide to Market Your Business Online is a great book to help get your started business online. With all the internet changes and computer updates, marketing online can be difficult, but with the help of this book you still be able to know the internet inside and out. This book talks about how to use banner advertising, press releases and media kits online.                                               All cases in this book are already within the hardcover text. I wasted my money. The actual cases within this text are great ones though, because they really require the reader to think about several aspects of business.

                                              This was a text book assigned to a class in graduate school. I found it informative with how companies develop strategic plans, and how these plans may change.

                                              When writing case studies, this book provided me with much insight on how business, boardrooms, senior management, and all company employees contribute their part to operating a successful company.

                                              5 out of 5 stars Common sense for those that know business concepts well..........2004-06-02

                                              Although one may learn new terms, most of the concepts laid out in this book are fairly common sense, if you've had any type of job in your life where you had to do payroll, forcast sales, or any other "strategic" processes of doing business. This is not to talk down at the book....it is an excellent book that covers the topic(s) that it set out to quite well. In the real business world, you would always try to figure out the most cost effective way to increase profits, decrease costs, and simultaneously maintain workplace efficiency. I didn't really need a textbook to tell me that.

                                              I originally bought this book on the advice of bain4weeks.com which recommended this as the text of choice to successfully test out of the Excelsior College Exam ECE Business Policy and Strategy. While I merely scanned through a few of the pages, I ended up getting a "B" on what was supposed to the the "capstone" business degree class. The test was all essay response, which made it sound hard, but to be honest, it was probably one of the easiest tests I've taken. It took all 3 hours, but it was kind of hard to fail that exam. AS LONG AS you put something down for an answer, and it made sense to the senario. It was very open-response and more or less asked for your opinion on the best way to solve the particular case study.

                                              I strongly recommend anyone wishing to get 3 required upper level semester credits in Business Policy/Strategy to register NOW for that ECE exam; it will be discontinued in Sept 2004. Grab the Strategic Management book if you feel you'll need a good review of what would be unfamiliar business concepts for you. TECEP does have a version of the Business Policy test as well . But I'd try to take the Excelsior version while I can. outlines the whole credit-by-examination process and how to finish your degree a lot faster.

                                              I originally used an older version of this book in 1991 when I took Wheelen's class "Strategic Management and Business Policy". The value of this book is Wheelen's methods of taking all the parts of a business and integrating them into a workable whole--the physical tool to enable such a transformation is the strategic business plan. I was only 20 when I read this book, and I was awestruck.

                                              This was the most valuable book I read in college.

                                              The usual textbook treatment of the subject -- ecstatic gibberings over the virtues of casino owners and other such riff-raff (!) seem a bit out of place, since I can't see casinos as a morally uplifting business like the book devotes considerable pages to 'proving' -- but all in all, a solid effort for anyone looking to get good marks on a paper at college, with lots of company info and a good overview of concepts and terminology.

                                              Fred David has written an excellent and concise book on startegic management. His methods of including easy to understand and use matrices is a godsend to most students at under graduate level. The TOWS matrice developed by Fred David is one of the best tools available in strategic management, it is so simple, yet on one page you can view a company's strengths, weaknesses, opportunities and threats and devise alternative strategies to make the best use of your SWOT analysis.                                               This is a good, step-by-step book for strategic management.

                                              It lays out the steps very well, but it could use a bit more information.

                                              The financial ratios section could use more information, and the case studies are often unequal in the types of information that they carry. This makes it difficult to do competitor comparisons.

                                              How do you rank a company's workers policy when only one case has information on it and the other does not? You cannot simply discount such information when it could be an important competitve factor.

                                              Essentially, this is a good book for teaching you a process, but it could use some work on giving you more details.

                                              Very good book, comprehending cases for many global and local industries, small and big companies, with sales risisng or declining, facing pressure from substitutes, intense rivalry and demanding customers.Summary of the Industry situation are helpful guides to solve the cases with the financial statements, frequently included, helping to provide deeper data.

                                                The Quest for Graham Greene, an intentionally selective, intriguingly suggestive portrait, probes hitherto unexplored facets of the Anglo-Catholic novelist (1904-91). Among them are a nervous breakdown at age 16 that sent him to a London psychoanalyst who introduced him to spiritualism and the literary avant-garde; Greene's Byzantine ties to British intelligence, which continued long after his 1944 resignation from MI6; and his involvement in a tax-fraud scheme that led to exile from England in 1966. In approved postmodernist fashion, W. J. West uses the first person while recounting his diggings in various archives.

                                                Graham Greene (one of my favorite novelists) was one of the most secretive men in modern letters, some of that because of his spy work in M16 in England, but much of it just because it was his nature. (It seems he enjoyed pitting friends and acquaintances against each other secretly and then watching them go after each other.) Thus many gaps appear in Greene's biography. West found a bunch of papers and letters belonging to a Greene colleague and thought they revealed some of the missing links in Greene's life. Scouring Greene's novels carefully for clues about his life and pouring over private archives also provided information about Greene's behavior and beliefs. Kind of. Greene was so secretive that even this doesn't seem to lead to much, and some of what West reveals comes across as a mountain made out of a molehill. Greene was a communist who believed Catholicism and Marxism shared a close affinity. He was also exiled from England in the mid-1960s, the details of which still remain under a cloud. He held very strong anti-American views, probably expressed most vigorously in his novels about Indo-China (THE QUIET AMERICAN) and Cuba (OUR MAN IN HAVANA). West's chief purpose in writing the book is to fill in gaps left in other biographies of Greene. It's helpful to know what these other biographers (mainly Norman Sherry and Michael Sheldon) have written before much of what West portrays can seem relevant. Though interesting for the most part in its own way, readers should start with those other biographers before reading West.

                                                One of the weaknesses of Sherry's biography of Graham Greene is the additional information which has come to light since he began writing. This, in part, explains the fact that between the publication of the first and second volumes, the size of the work had expanded to three volumes with the second volume being far more detailed than the first.

                                                In writing this work, West has come at it with the view that his readers would likely be familiar with the other biographies and makes frequent reference to them (including scathing rebuttals to claims made in Shelden's travesty of a biography). This ends up creating a work which helps fill in the gaps that were unavoidable in Sherry volume 1 and makes this an essential companion to Sherry's work for the serious Graham Greene scholar (or fan).
