Description:
Two prominent cases of quasi-fiscal operations, sterilized interventions and the accumulation of junk assets due to indirect financing of the government, can impair the financial soundness of central banks and thereby also independence. This is analyzed for selected central banks in Central and Eastern Europe and the CIS countries and for Turkey. The article concludes that sterilization costs tend to be more important in new EU member countries, whereas junk assets play a more vital role on central banks' balance sheet in Turkey and in some CIS countries.

As the title sounds, the author explained very well about the integration issues that companies who are aiming to become World Class Manufacturing companies status should look into. I stongly suggest those professionals who are being involved in the ERP business to read this book. Used the book in Organizational Theory. It is an easy ready, lots of pictures and charts, very interesting information contained within, however delivery can be anoying. The executive's voice is always talking to himself and appears to never have done anything right. its audience is for people who know what MBO and TQM stand for, however even if you dont its got great information contained within. 200 or so pages, very easy read .

One of few books about Deming actually endorsed by Deming himself - "It is a pleasure to commend this book to anyone for easy reading of the principles of management..." (Foreword). A step-by-step, practical introduction to the basics of Deming's management philosophy, far easier to read than Deming's own books, but not attempting to reach the depth of the system of profound knowledge outlined in "The New Economics." Of particular use to managers and students in understanding Deming, and to educators in preparing several famous demonstrations, including the Red Bead Experiment and the Funnel Experiment, with ample illustrations. This is not a lecture, but a self-paced "fun" substitute for "the real thing" (Deming's four-day seminars). Highly recommended.

Portions of Deming's seminar are legendary and the authors make you believe you're there for the marble test. Deming had approved this book and one of the authors had been a facilitator for a number of Deming led seminars. If you want an easy introduction to statistical control, this is the book for you!

Documents the rise of Route 128.......2004-04-21

The main hub of high technology in the United States is Silicon Valley. It is centred on Stanford and Hewlett Packard. But there is another hub, based around MIT in Cambridge. Sometimes known as Route 128, for the main highway that runs through it. In this region was spawned many technology startups, often with MIT connections via their founders.

This book celebrates MIT's role in nucleating and nuturing the startups. From providing alumni, faculty and students who became founders or initial employees, to encouraging an entrepreneurial attitude in them, before they left for these companies. It's good for a historical overview of the region in the postware period.

Storied names echo from this book. Digital Equipment Corporation, Data General, Wang, Apollo. Though if you look carefully, most of these were later taken over.

The book seems to have an undercurrent of rivalry with Stanford. No surprise. Stanford has clearly been more successful over the decades.

Linguists who have studied simplified varieties of a given language, such as pidgins or the language of care-givers, have tended to explain similarities in their structure by the fact that they use the same mechanisms of simplification. Bruthiaux tests this idea by looking at the structure of classified ads in American English, using a body of 800 ads from four categories: automobile sales, apartments for rent, help wanted, and personal ads. Bruthiaux's thesis is that strict, uniform constraints on space should result in uniformly simple texts, no matter which category they are in, and that any variation would be due to the particular needs of each category. To prove this he describes the linguistic structure of classified ads, and shows that they are characterized by a minimal degree of morphosyntactic elaboration. He then examines aspects of their conventions to highlight the role of pre-patterned and prefabricated segments whose collocational rigidity may force the inclusion of otherwise dispensable items. He finds that there is indeed significant variation across ad categories in terms of morphosyntactic elaboration, and concludes that this is due to a greater or lesser need to be explicit, as well as a greater or lesser anticipation of interaction. Finally, he examines the implications of these findings for the study of linguistic simplification and register variation.

A Report on the Current State of the Treaty.......2006-12-01

The Chemical Weapons Convention (CWC) is an arms control agreement which outlaws the production, stockpiling and use of chemical weapons. It is the last of three conventions or treaties that propose to control weapons of mass destruction (WMD), with the first two intended to control nuclear and biological weapons.

The CWC, being the last of these agreements to go into effect is probably the best written, most strongly enforced of the agreements. It is the only one with on site inspection capability built into the treaty. It became open for signature in 1993 and entered in force on April 29, 1997.

The overwhelming number of nations in the world have signed and ratified the convention. Some dozen states have signed but not yet ratified, i.e. Bahamas, Djibouti, Haiti, etc. Ten states have neither signed or agreed. Some of these: Vanuatu, Barbados, have no chemical industry to speak of and are immaterial. Some of the others: North Korea, Syria are very serious problems.

This book is written by a series of authors that are specialists in various aspects of the convention and present a report on the current state of the treaty.

Digital Defense is written primarily for the corporate security professional and the IT professional. However, throughout it, Parteny sets out case after case, situation and situation, where outsiders can gain access to competitively sensitive data.

Some of the cases involve breaking the law; others involve violating contractual relations. But a significant number involve employee and contractor carelessness. In doing that, he illustrates the very reasons why companies concerned about improving physical and IT security to protect competitively sensitive data also need to develop and maintain a defensive CI process to supplement them. All three programs should, and can, work together to protect corporate information assets.

A "must-read" computer protection manual.......2003-12-08

Knowledgeably written by Thomas J. Parenty (a computer security expert of twenty years' experience), Digital Defense: What You Should Know About Protecting Your Company's Assets is a straightforward guide to protecting business information. Parenty stresses that it is the data itself, not the computers that store it, that is the most vital consideration when developing and implementing security systems and protocols. Digital Defense goes beyond such common measures as firewalls and virus protection software, to offers a corporate security process called the "Trust Framework" which is uniquely adapted and fine-tuned for the digital world. Simply put, Digital Defense is a "must-read" computer protection manual filled from cover to cover with invaluable and applicably technical information explained in terms expressly intended for non-specialist readers concerned with the security of their company's informational assets.

Really useful approach to a difficult problem.......2003-10-17

Reading this book has broadened the way I think about solutions to security. Dispensing with technical detail and unrealistic recommendations that sometimes appear in books of this nature, Mr. Parenty gives practical and highly usable instruction to realistically implement practical electronic security in a way that can solve the complete problem. He describes a process-oriented solution to security by identifying methods to identify and maintain security-related information and then guides us through how to secure that information. This is different than the too-typical method of buying more security products, throwing them at an undefined problem, and hoping they work. Under his paradigm, security-related products become a tool to enforce corporate security policy rather than the tools creating policies themselves, which seems to be the real solution to both large and small security issues.

I think that the reader could use the ideas presented in this book in nearly any organization and have a high expectation of success, without hiring a large group of pricey consultants to make it happen.

I expect that this book will become a significant contributor to the security literature and would highly recommend it. If you are looking for a product-oriented solution to security threats though, this book won't provide the information you want.

Excellent security introduction for the decision makers.......2003-09-03

The biggest problem with properly implementing a security policy is not the technical one of securing digital resources, but instead the organizational problem of having the decision makers sufficiently aware of the problem to guide the implementation to succeess.

Tom Parenty gives an excellent overview of the real-world security problem, drawing from what is obviously years of experience in the trenches helping businesses and government organizatoins implement successful security strategies. A must read for all management types with digital assets to protect.
