The Phonology of English offers a new approach to English phonology. It focuses on the prosody of the language, i.e. syllable and foot structure, and does so from an optimality-theoretic (OT) perspective. The focus is on surface distributional regularities and the results presented are based on extensive searches through various computerized lexicons. The outcome is a number of new generalizations about the phonology of English, along with confirmation of some familiar regularities. All of these empirical results are discussed in detail and presented in extensive charts with a plethora of examples. The Phonology of English also offers a unique OT analysis. This provides a detailed introduction to the intricacies of the theory as applied to a significant amount of data. A number of important theoretical proposals are developed in this model, and the analysis presents the idea that certain complex constraints and their ranking can be derived in restricted ways from more basic constraints. In addition, the book also develops the idea that syllables of English can contain from zero to three moras. It is suggested that the phonology of English only makes sense if partial morphemes of the cranberry sort are licensed more widely. The book is thus intended as a detailed presentation of novel empirical results about the sound system of English, along with important theoretical results about phonological theory.

The Winking Fox: Twenty-Two Years In Military Intelligence is Rene Defourneaux's first hand account of his years as an officer with the U.S. Army's intelligence service. Facinating insights into the life of a unique man.......1999-06-24

Rene Defournaux is an excellent writer who, unfortunately, has not been allowed to tell more than about 25% of the story, but that 25% is absolutely riveting. His life puts the fiction of Ian Fleming and W. E. B. Griffith in the shade. This book not only adds to the historical knowledge of the era but is a good read. I couldn't put it down and read it straight through one recent weekend. I recommend it for students of history and for those readers of novels who think that fiction is more exciting than real life, they will find that adventure tales take second place to this man's life.

This essay tells the story of a recent failed venture in international economic cooperation-namely, the proposed Multilateral Agreement on Investment, or MAI. The MAI would have embodied a concerted set of measures to push forward the liberalization of foreign direct investment. Negotiations to prepare it were launched in 1995 by the member governments of the Organization for Economic Cooperation and Development, the OECD. These negotiations were brought to a close towards the end of 1998, and there is no prospect that they will be renewed. The MAI is now dead. This failure had not at all been expected. It resulted form a combination of internal doubts and hesitations on the part of OECD governments and strong outside opposition brought to bear by non-governmental organizations of various kinds. The MAI became politically non-viable. David Henderson outlines the course of these events, accounts for the breakdown of negotiations, examines the arguments brought to bear, weighs the implications of failure, and suggests the lessons to be drawn. He places this remarkable and disturbing episode in perspective.

Author Gerald Kraines addresses a neglected area of management and lays out practical, important prescriptions for turning accountability into a linchpin of a thriving organization. Unfortunately, his solid counsel reads like an especially turgid graduate-level textbook. While all the ideas in this book are useful and many are extremely valuable, they're obscured by the heavy use of jargon (much of it self-defined, so the book often seems to be written in its own unique language). As a result, even though it is only some 220 pages, readers may give up, defeated by stretches of nearly impenetrable text. Kraines, who builds on the work of Elliott Jaques, tries to open doors with accessible case studies, but he soon lapses back into his specialized vocabulary. As a result, we believe the full text will interest mainly a very specific audience: business students and professors, theorists, consultants and high-level managers at large organizations may want to look up particular chapters for details and context. Even if you don't have the stamina for the whole tome, hang in there for the gems.

Although the premise of the book seems attractive (abandoning "champions", self-directed teams, and other nebulous vehicles of managerial abdication), the author presents little more than another fad, that of "accountability chains" wherein the employee (the subordinate, in the newspeak of Dr Kraines) and the boss, and perhaps the bosses boss meet and agree on the "QQTR" (quality, quantity, time and resources) of everything, holding strictly to accountability, nothing more, nothing less with "no surprises" and the assumption that the entire chain will somehow hold together, weak links and all. Perfectly logical, perfectly inflexible and rather absurd, given the nature of business, economy, war, bankruptcy, layoffs and all of the other unpredictable events the company is likely to deal with.

Much of the book seems to be an ad for the Levinson Institute for which the author is CEO. I found particularly disheartening a large section dealing with the selection and cultivation of future leaders based on a sort of "corporate IQ concept" in which candidates' ability to handle role complexity is quantifiable by studying 10 year charts of their progression in the company. The author's idea is that leaders are identifiable by this trajectory and fall so neatly into it that human resources professionals can simply run the numbers (using software developed by the Levinson Institute, of course) to objectively select the future top managers.

The book is great for quips and throwaway lines, but startlingly weak on proven practical examples of the application of the accountability approach. The basic idea seems sound, but I suspect that if applied as the Doctor orders, the cure may be worse than the disease.
