The papers in this volume reflect David Bradford's dual experience as a theoretical economist and as Deputy Assistant Secretary of the United States Treasury for Tax Policy and Director of the Treasury's Office of Tax Analysis. While at the Treasury, Bradford was involved in producing the 1977 report entitled Blueprints for Basic Tax Reform. Blueprints describes two models for fundamental income tax reform. One is based on the Haig-Simons income concept, which still dominates American income tax thinking. The other, which builds on an intellectual tradition dating back to John Stuart Mill, is based on consumption. Eventually Bradford became convinced that the politically unpopular consumption-based model was the superior one. Since he left the Treasury, much of his professional focus has been on economic analysis of the income tax system and on tax policy advocacy.

The book is divided into four parts. Part I covers the broad issues involved in comparing income to consumption as a tax base. Part II, which presents some of the most interesting analytical challenges concerning income and consumption taxes, contains the most technical papers in the collection. Part III addresses the potential deployment of the consumption approach to taxation. Moving in another direction, Part IV focuses on savings and investment, in particular the gap between the statistical evidence of rates of saving and investment and the economic theory that describes this behavior.

Shocked to read the rambling Redneck ignorance expressed in these Amazon reviews by some commentators.
"The book is biased" ? Well of course it is, it is an expose of GWB ! Perhaps "Mein Kampf" should have included passages from the Tanakh too by this reckoning ?

Maybe, as some suggest the book is given to flights of fancy and perhaps is not so well sourced ? But well, judge a man by his actions as they say. And given GWB's recent actions one might be forgiven for thinking that he was capable of everything in this book and more.

An interesting perspective on a man known for his destructive environmental policies, his contempt for civil rights, and one of the biggest warmongers in the History of warmongers as he leads the World on the path to Armageddon. A man whom it is argued, is not the legitmate President of the United States.
Read all about "Dubya" before the Nukes he will bring down upon our nation burn the retina's from your eyeballs.

Get "The Father's Son", before the Father's Son gets you.

(Not recommended for those of a close minded, ignorant disposition who believe in the sanctity of the Oval Office)

George W. Bush Jr. !.......2001-01-27

The author can't even get the president's name right, (George Walker Bush = George Herbert Walker Bush). Not quite. This is just one simple example of the authors incompetent research and bias. Anyone who has read other George W. Bush biographys knows that he didn't like being referred to as Jr. However, the author takes a swipe at W. in the title showing the bias he has against him, which is evident in the rest of the book. Which leads me to the footnotes. Let's call them extremely questionable footnotes. The author is sure to back up simple facts that other authors have verified. But, when it comes to trashing the president he offers no footnotes what-so-ever. What a peice of trash this is.

This book was very biased against George Bush and I do not believe what the author is trying to do. His writing is ok, I guess, but content leaves a lot to be desired. I'm going to trash my copy and remember the author's name.

Unbiased - Are You Kidding??.......2000-10-24

This book is well written, although the footnotes frequently break the flow. HOWEVER, the book is wretchedly biased against George W. Bush. It starts out describing George's feelings about grade school and high school without a scintilla of authenticity. This book is loaded with footnotes, but when it comes to telling George W.'s thoughts and motives, the author takes great liberties, again without any footnotes to support them. If you want to learn about George W. Bush,Jr. don't stop at this book.

I really enjoyed this book. The research is thorough and the stories are well-documented. I will recommend this book to anyone looking for unbiased information about George W. Bush.

This is a very compelling book. It is the true story of NYPD undercover officer on "loan" to the DEA. This cop turned author, literally wrote the book on wiretaps. He risked his life to make major drug busts. However, by pursuing the Columbia drug cartels so aggressively, he also risked the lives of many innocent (and some not so innocent)others. He does not hide this fact in his book and he should be applauded for his honesty.

If you, read a "true crime" book only now and again -- buy this book. If you read "true crime" regularly this will be one of your all-time favorites.

Making a difference.......2007-02-26

Watching THE WIRE changed me and made me more sympathetic in general. I read this book as a result of THE WIRE even though I am not that interested in true crime or drugs. I am still not that interested but I feel that I should know. It's very straightforward and nondepressing despite the overwhelming odds. It's one man's story simply told although the details are sensational. Sheriff Speziale of Passaic, New Jersey was groomed by a real drug dealer from Brazil who also groomed a Brazilian entertainer known as Xuxa - this detail is not mentioned in Without a Badge but this book is written in a very pedestrian manner despite the extraordinary events and people involved. He spent many hours, days, months away from his family life. He was at the forefront of modern surveillance tactics. He is a friend to Bernard Kerik. And he is still making a contribution to fighting crime. Sometimes the antidote to the hopelessness of the fight is as simple as doing your own part and cleaning up your work environment and infecting others with a work ethic.

i dont like reading that much and it usually takes me a couple weeks to read this size book but i read it 3 days because once i started reading it i couldnt put it down. It is simply the best book ever written. You constantly wish you could read faster so you could see what the next page held. It describes in depth the cali drug organization and how they brought it down. I recommend this book to anyone, i guarantee you will absolutely love it.

Exceptional read. .......2004-08-27

This by far is one of the best books I have read in a while. I read it cover to cover in one day and I am a fairly slow and detailed reader. I could not put it down. Without A Badge takes you deep into the life of a narcotics investigator with such a zeal for cleaning up the streets that it is personally motivating. I am now reading for the second time. I can't wait until I see this one in the movie theater.

A must read for anyone who is interested in the war on drugs.......2003-05-12

From what seems like real danger in the begining while acting like a low life junkie ends up later looking like childs play. Later Mr. Bartone goes deep undercover and goes on to con and collect several thousand dollars in cash and drugs from key members of the Cali Cartel. Even though the situations that Speziale gets himself into are very dangerous you often find yourself laughing because he always finds a way to pin the drug bust on someone other than himself and even having the nerve to ask for retribution for his losses. Along the way he meets up with and learns from an interesting character named Paul Lir Alaxander who is as mysterious as he is savy when it comes to understanding the drug business. The book reads like a novel but the story is anything but fiction. If anyone takes the time to read this book it will be one of thier best reads ever.

The current trend towards globalization is posing a substantial challenge to SME clusters to restructure and reach out to distant markets and knowledge sources, while at the same time exploiting the advantages of local factors and agglomeration. The authors focus on Small and Medium-sized Enterprises (SMEs) in Italy and Taiwan, two countries in which these businesses characterize the national industrial structure. They find that in the current climate of globalization, there is no best practice model for organizing an industrial cluster since a diversity of successful institutional arrangements is possible. They demonstrate that over time SME clusters can evolve and that globalization can reshape their upgrading options by providing a variety of international knowledge linkages. Thus, the authors conclude that the development of local and global networks and new interactive modes of knowledge creation, which have co-evolved as a result of globalization, have provided the necessary conditions for competitive survival.
